Problem with Alps packs or am I just weird?

I have owned three different backpacks in my life, two of them being Alps packs, and they all have had the same issue. It's as if the waistbelt is serially oversized and I have to tighten the strap down to what seems like beyond its intended limits in order to get a snug fit that supports the weight of the pack without sliding down like a loose pair of pants. My current backpack, an Alps Cascade 90, seems to be sized for somebody with at least 10 inches more waistline than me based on the "middle" of the adjustment straps. I have made sure to set the waistband resting on my hipbone more or less at my belly button, so there shouldn't be any error there. Is this a common problem with Alps or am I just a weird body type?

Have you tried the website for Alps? I am unfamiliar with their products. However, a lot of companies offer replacement belts in all sizes.
